SVHC is a high concern

Substances of Very High Concern  Highly materialistic, Referred to as" SVHC。According to the number of the reach of the reach, the material that meets the following criteria may be included in the SVHC candidate list:

1. Category 1A and 1B carcinogens according to EU CLP regulations;

2. According to THE CLP regulations of the European Union, teratogenic substances belong to class 1A and 1B;

3. Reproductive toxic substances in categories 1A and 1B according to EU CLP regulations;

 4. In accordance with Annex XIII to REACH, Persistent, bioaccumulative and Toxic Substances (PBT);

5. In accordance with Annex XIII to REACH, Highly persistent and highly bioaccumulative Substances (vPvB);

6. Other hazardous substances as defined in article 59 of REACH.

SVHC candidate list:

Since the first SVHC list was officially released on October 28, 2008, more and more SVHC have been added to the list, and the SVHC candidate list continues to be updated.Generally, the ECHA will update the list of substances at least every 2 years, and since 2010, the candidate list of SVHC has been basically updated twice a year.

SVHC related responsibilities and obligations:

Article 3 of REACH classifies products into three types: substances, mixtures and articles. The requirements for products containing SVHC mainly include notification and information transmission, which are specified as follows:

1. Conditions of communication: according to Article 7.2 of REACH, if the article contains a substance listed in the SVHC candidate list, any SVHC content & GT;0.1%(w/ W), and the total export volume of the SVHC in the article exceeds 1 t/yr/manufacturer or importer, the manufacturer or importer of the article must notify ECHA.

2. Notification time: For substances listed on the SVHC candidate list before 1 December 2010, notification should be completed before 1 June 2011.For substances listed after 1 December 2010, notification shall be completed within six months after their listing.

3. Content of communication: According to the provisions of Article 7.4 of REACH regulation, the information to be provided in the communication shall include enterprise information, registration number (if any), material information, substance classification, brief description of the use of the substance in the article, brief description of the purpose of the article and the tonnage range of the substance.

4. Information transfer: In accordance with articles 31 and 33 of REACH, if any substance in the SVHC candidate list has a concentration of more than 0.1%(W/W) in the product of substance/mixture type, SDS shall be submitted to the buyer.If an article contains more than 0.1%(W/W) of a substance listed as a candidate for SVHC, fulfill the obligation to provide adequate information to the recipient \ consumer, including permission for safe use, at least the name of the substance, and relevant information to be provided free of charge within 45 days.

penalty:

1. Enforcement of REACH: According to Article 126 of REACH, member States of the European Union shall establish their own penalties for violations of the regulations and take all necessary measures to ensure the implementation of these penalties.In other words, ECHA is not directly involved in the enforcement of REACH, and the specific measures of enforcement are completed by the law enforcement authorities of each member state.

2. German law enforcement: The German Environmental Protection Agency (UBA) has issued a new penalty for violating the REACH regulation. Since May 1, 2013, when enterprises violate the requirements of SVHC information disclosure, they will face a fine of 50,000 euros.
